November usually brings a new round of releases before the year-end sales push, and 2026 is no different. This guide from Imperial Realty groups the Dubai off-plan projects our clients are asking about by budget. Every price below comes from the developer’s own published starting price on our Live Inventory, refreshed on 3 November 2026, and updates automatically when the developer changes it.
What changed in Dubai off-plan this month?
Three things matter for buyers this month:
- New Emaar release in Dubai Hills Estate. Mulberry (Emaar Properties, from AED 10.29M) joined Emaar’s list of projects on sale.
- Sell-outs and re-pricing. Our refresh found 16 projects no longer listed for sale by Emaar, DAMAC and Samana, including Forte, Creek Palace, Seascape and Canal Crown, and 18 starting-price changes. When the cheapest units sell, the "from" price moves up. In Dubai Creek Harbour, for example, Creek Bay at Dubai Creek Harbour (Emaar Properties, from AED 3.25M) and Mangrove At Dubai Creek Harbour (Emaar Properties, from AED 4.11M) now start well above their earlier figures.
- A new city plan. On 27 October 2026 the Executive Council of Dubai approved the Urban Centres Development Plan, with investment of more than AED 2 billion. According to Gulf News, it targets 74% of residents living around metro stations and an estimated AED 20 billion increase in property values in the targeted urban centres.
The plan does not name individual projects, and nobody can promise what any one home will be worth. It does support a sensible rule many of our buyers already follow: a home close to existing or planned public transport is usually easier to rent and resell.

How to choose an off-plan project in Dubai
- Start with your goal. For rental income, compare service charges and the rent you can realistically achieve. For long-term growth, look at master communities where roads, schools and transport are still being delivered.
- Check transport access. With the new Urban Centres plan focused on homes around metro stations, ask how far the project is from an existing or planned station.
- Check the developer’s delivery record. Ask when their last three projects were handed over compared with the promised date.
- Read the payment plan, not just the price. A post-handover plan can matter more than a small price difference.
- Budget for costs on top. Add the 4% Dubai Land Department fee and registration costs; our purchase cost calculator works it out for you.
How Imperial Realty Dubai helps
Imperial Realty Dubai works with all the major developers, so we compare projects side by side instead of selling one brand. Each week we check developers’ price lists, so our team knows which projects have sold out and which have new phases. For most off-plan purchases the developer pays the agency, so advice from Imperial Pacific Real Estate usually costs you nothing.
